“Employment Guarantee for Rural India”

Abstract: This note summarises the deliberations at the Roundtable on Employment Guarantee for Rural India organised by IGIDR on November 6, 2004, against the background of the proposed Employment Guarantee Act by the Government of India. There was an overall agreement at the roundtable on the need for such a programme and on its feasibility in the current Indian context. The deliberations at the roundtable covered diverse aspects of such a programme, including its nature, scope in terms of time of year to run the programme, target regions, eligibility for participation / target groups, operational agency, its responsibilities and assessment, the applicable wage rate and the financial implications, and other implementation lessons from the various public works programmes currently in operation in the country.
