Industrialization has driven unprecedented economic growth at the cost of environmental damages and social inequities. The energy-environment-climate nexus poses significant economic challenges. Energy production and consumption drive emissions, causing climate change. Climate change impacts the environment, affecting energy demand and supply, with substantial economic costs. Energy production and consumption also harm the environment, reducing economic output and increasing healthcare costs. Land degradation and biodiversity loss undermine ecosystem services essential for growth.
Addressing these challenges involves transitioning not only the energy systems but also the social and economic systems. Investing in renewable energy and efficiency can drive growth, improve energy security, and reduce emissions. Sustainable land use practices can enhance ecosystem services and support development. Pricing carbon and implementing green taxes can incentivize cleaner energy sources. Climate-resilient infrastructure and agriculture can reduce risks and increase resilience.
To deliberate these issues, the Indira Gandhi Institute of Development Research (IGIDR), in its 37th year since inception, is organising the Third Biennial Conference on Development during December 16 - 19, 2024 in collaboration with NITI Aayog and UC Berkeley. The theme of the conference this year is Energy, Environment & Climate Change. The inauguration of the conference will be held on December 16, followed by a special event on the topic “India’s multiple transitions: Financing a big investment push” on December 17, 2024.
The conference aims to bring together policy makers, academicians and researchers to explore the interconnections and identify solutions. Through keynote addresses and technical sessions, it would provide a forum to discuss high-quality innovative academic and policy-relevant research on the following themes and sub-themes:

IGIDR invites faculty and research students in academic institutions and think tanks to submit original research papers for the Third Biennial Conference on Development on the theme Energy, Environment & Climate Change to be held during December 16 – 19 , 2024.
- Papers are invited on all theoretical and empirical aspects pertinent to the conference theme. Papers on cross-cutting issues across one or more of the topics are especially welcome.
- Extended Abstract of unpublished original papers should be submitted online using https://forms.gle/RfWE4PUPeJSXw7J59 latest by September 15, 2024. Kindly use the prescribed format mentioned in the form to prepare the extended abstract.
- All submissions will be reviewed, and the authors of papers accepted for presentation at the conference will be informed latest by September 30, 2024.
- Authors of accepted papers should submit the full paper by November 15, 2024. Link for submission of accepted papers will be provided later on the website.
Length of the paper should be about 6,000–8,000 words. The paper should include an abstract of about 200–400 words.
In the case of co-authored papers, the author for communication and the author who would be presenting the paper at the conference should be clearly mentioned.

Presentation & publication possibilities
- The time allocated for each paper is 30 minutes – 20 minutes for presentation by the author and 10 minutes for discussion.
- All paper presenters are required to upload their presentation and updated version of their paper, if any, latest by December 09, 2024 (the link for uploading presentations would be provided at a later date). As a backup, please send the same by email to devconf@igidr.ac.in.
- At present we are exploring the possibility of publishing the conference papers in a special issue of a journal. The details of the journal name, the publication procedures to be followed, style sheet, etc., will be posted on the conference website once we finalize the arrangement with the journal.
Logistics
- Travel: Paper presenters have to make their travel arrangements to Mumbai and to IGIDR campus from airport or railway stations. Directions for reaching IGIDR from Airport and Railway stations are given below. Your arrival and departure dates can be 15th December and 20th December 2024, respectively.
- Accommodation: IGIDR will provide accommodation for only one author per paper for the period December 15 – 20, 2024. IGIDR will not be able to provide accommodation for co-author(s) or any other person(s) accompanying the paper presenters due to room availability constraints. They have to make their own arrangements for stay; IGIDR will not be able to help on this. Paper presenters are required to fill their arrival and departure details to facilitate booking of accommodation latest by December 09, 2024 (Link will be provided later).
- Meals: IGIDR will provide all meals during December 15 - 20, 2024 for the conference participants.
- Participation Certificate: Please mention if you need a Participation Certificate latest by December 09, 2024 so that we can keep it ready (Link will be provided later).
Travel support
IGIDR offers travel support to the presenting author of each paper. The support is provided as follows:
For Students: Reimbursement for round-trip train fare in 2nd AC class, maximum upto ₹5,000.
For Faculty: Reimbursement for round-trip airfare in economy class, maximum upto ₹10,000.
Please note that only one presenting author per paper is eligible for this support.
Those seeking travel support have to book their tickets and submit a copy of the ticket during the conference for reimbursement. IGIDR will not be able to book tickets. They are required to fill the details latest by December 09, 2024 (Link will be provided later).
They will be required to share their Bank details and a copy of their PAN card (please bring the original for verification) for the reimbursement.
Additionally, Ph.D students have to upload a scanned copy of a Bonafide Certificate issued by the Head of the Department / Director / any other authorized official of their University / Institute regarding their PhD student status. The original of this Bonafide Certificate has to be submitted during the conference while claiming the reimbursement.
