Distributional Issues in Climate Policy
Climate policy is typically framed as an issue of inter-generational distributive justice: policy proponents urge the current generation to incur costs so as to benefit future generations. This framing tends to overlook important intra-generational distributional issues, and in so doing it fails to explore possibilities to design climate policies that also bring significant benefits to people who are alive today. I study the unintended consequences of such uniform pricing in the context of the residential mortgage market, which is heavily influenced by the securitization policies of the government sponsored enterprises (GSEs). We argue that the role of education in the production process extends beyond the conventional labor productivity enhancement. Education also plays a complementary role in expanding one’s horizon. Abstract We use regression analysis on data from 208 districts over the period 1981-2009 to examine the impact of temperature and solar radiation (affected by pollution from aerosols) on wheat yields in India. We find that a 1°C increase in average daily maximum and minimum temperature tends to lower yields by 2-3% each. A 1% increase in solar radiation increases yields by nearly 1%.
